Here's a suggestion to consider adding: reconsider the Permanent Apportionment Act of 1929.

The founders wanted there to be 1 representative per 30,000 people (no more than 1 rep per 30,000 is int he constitution, and one of the amendments that didn't make the Bill of Rights mandated the 30,000 number). This was to make sure that the representatives were... representative of the population. Right now the average number of people represented by a single congressperson is 781,000, which is one of the reason they are so out of touch.

But we could change the act and have up to 11,000 representatives! This would make it much harder to buy all of the reps, and would make them much more accessible.
